Dr. Pry and Ross are REJOINED by Retired Vice Admiral Robert Monroe. Admiral Monroe enlisted in the Navy during World War II. He served in destroyers, minesweepers, cruisers, and amphibious assault ships, including three commands at sea. He subsequently served in flag rank for eleven years. As a Rear Admiral he commanded the South Atlantic Force; U.S. Atlantic Fleet; directed Navy Systems Analysis; and commanded the Navy's Operational Test and Evaluation Force. From 1977 until 1980 Vice Admiral Monroe was Director of the Defense Nuclear Agency, responsible for many of DOD's nuclear weapons activities, including stockpile management, safety, security, and survivability. He managed the U.S. national program for research into the effects of nuclear weapons, determining the vulnerabilities, "hardness," and survivability of U.S. weapons and C3 systems by means of underground nuclear tests, kiloton-level high-explosive tests, advanced simulators, and other means. He played a major role in directing DOD's four-year response to President Carter's proposed Comprehensive Test Ban Treaty. From 1980 until 1983 Vice Admiral Monroe was Director of Navy Research, Development, Test and Evaluation (RDT&E). In this position he had planning and oversight responsibility for all major Navy RDT&E programs for weapons and C3 systems, strategic and tactical. He also was responsible for establishing, allocating, and managing the Navy's RDT&E budget. Robert now serves as a member of numerous advisory boards for the Department of Defense, Department of Energy, Department of State, NASA, and other government and private organizations. He served as Director of Central Intelligence and head of the Central Intelligence Agency from 1993 to 1995 under President Bill Clinton. Woolsey’s expertise in intelligence and foreign policy is legendary and he has served the administrations of four Presidents. Woolsey has served as advisor on the U.S. Delegation to the Strategic Arms Limitation Talks (SALT 1), Helsinki and Vienna from 1969-1970. From 1970 to 1973, Ambassador Woolsey was General Counsel to the U.S. Senate Committee on Armed Services. James served as Under Secretary of the Navy under President Carter, Delegate at Large to the US -Soviet Strategic Arms Reduction Talks (START) and Nuclear and Space Arms Talks (NST), Geneva under President Reagan. He was named Ambassador to the Negotiation on Conventional Armed Forces in Europe (CFE), Vienna under President George HW. Bush. Ambassador Woolsey is currently a member of the Washington Institute for Near East Policy (WINEP) Board of Advisors, Advisor of the Institute for the Analysis of Global Security, Founding Member of the Set America Free Coalition, and a Senior Vice President at Booz Allen Hamilton for Global Strategic Security (since July 15, 2002). He is a Patron of the Henry Jackson Society, a British think tank based in Cambridge. He was formerly chairman of the Freedom House board of trustees. He is also a part-time senior analyst for the Strategies Group at Science Applications International Corporation. Ermarth worked for the Central Intelligence Agency from 1973 until 1998, serving as Chairman of the National Intelligence Council, as National Intelligence Officer for the USSR and East Europe and Director of the Strategic Evaluation Center. Widely considered to be a true hero of the Cold War, Ermarth has received both the Distinguished Intelligence Medal and the National Intelligence Distinguished Service Medal. Ermarth also served as Special Assistant to the President during the Ronald Reagan's presidency, as well as Senior Director of Soviet and European Affairs.
