Dr. Graham was a member of the Rumsfeld Commission on Space and served as Science Advisor to President Reagan and Chairman of the General Advisory Committee on Arms Control and Disarmament. Kevin Cogan is an independent consultant who spends a significant portion of his time as a Rotary International volunteer involved in providing clean water and sanitation to third world countries, primarily in Central America. His observation is that following a catastrophic loss of the electric and information grids, society as we know it in the U.S. becomes like the villages he visits in the mountains of Honduras. Daily life there today is an arduous search for water and cooking fuel. Sanitation systems are mostly non-existent. When that time comes for us, the table will be turned to where we have a lot to learn from pre-modern societies in order to sustain ourselves without advanced infrastructures. What should we know now to prepare? How will we purify water? How can we efficiently cook our food and dispose of our waste? Kevin Cogan is a retired 30-year Army communications officer and holds a masters degree in electrical engineering. Following his military career, he taught emerging technology courses at the U.S. Army War College where he held the General Broehon Burke Somervell Chair of Management. He is a certified Department of Defense project manager.

Dr. Pry and Ross are REJOINED by Retired Vice Admiral Robert Monroe. Admiral Monroe enlisted in the Navy during World War II. He served in destroyers, minesweepers, cruisers, and amphibious assault ships, including three commands at sea. He subsequently served in flag rank for eleven years. As a Rear Admiral he commanded the South Atlantic Force; U.S. Atlantic Fleet; directed Navy Systems Analysis; and commanded the Navy's Operational Test and Evaluation Force. From 1977 until 1980 Vice Admiral Monroe was Director of the Defense Nuclear Agency, responsible for many of DOD's nuclear weapons activities, including stockpile management, safety, security, and survivability. He managed the U.S. national program for research into the effects of nuclear weapons, determining the vulnerabilities, "hardness," and survivability of U.S. weapons and C3 systems by means of underground nuclear tests, kiloton-level high-explosive tests, advanced simulators, and other means. He played a major role in directing DOD's four-year response to President Carter's proposed Comprehensive Test Ban Treaty. From 1980 until 1983 Vice Admiral Monroe was Director of Navy Research, Development, Test and Evaluation (RDT&E). In this position he had planning and oversight responsibility for all major Navy RDT&E programs for weapons and C3 systems, strategic and tactical. He also was responsible for establishing, allocating, and managing the Navy's RDT&E budget. Robert now serves as a member of numerous advisory boards for the Department of Defense, Department of Energy, Department of State, NASA, and other government and private organizations. An attorney, decorated intelligence officer and noted specialist on Islamic law, ideology and related strategic information programs, Stephen C. Coughlin is a Visiting Fellow of IASC’s National Security Law Project. Mr. Coughlin integrates experience in international law, intelligence, strategic communications and high-level project management in both the national defense and private sectors to develop unique perspectives, assessments and training packages relating to the intersection of national security and law. Often cited as the Pentagon’s leading expert on Islamic law, Coughlin is in demand as a lecturer at leading Defense training institutions, including the Naval War College, Marine Corps HQ-Quantico, and at Staff, Command and Division levels, as well as for the FBI and other agencies and private sector groups. A Major in the United States Army (res.), assigned to USCENTCOM, with a military intelligence specialty, Coughlin has served in a strategic communications role in CENTCOM-Doha. U.S. assignments have included attachment to the Pentagon’s National Military Joint Intelligence Center, the National Security Council’s Interagency Perception Management Threat Panel, and culminating in his assignment to the intelligence staff of the Joint Chiefs of Staff. Coughlin’s work has included counter-propaganda, open source intelligence cell and support of the State Department and other agencies in Strategic Information Fusion, as well as target development in the immediate post-9/11 period.

Dr. William Van Cleave, a truly monumental and historic figure, is among a handful of strategic thinkers most responsible for U.S. victory over the USSR during the Cold War. Van Cleave served as President Reagan's Senior Defense Advisor during his presidential campaign, ran the Defense Transition Team that staffed Reagan's Department of Defense and national security apparatus, and basically educated President Reagan on how to win the Cold War. Van Cleave served on the original B-Team that proved the CIA was underestimating the Soviet nuclear threat, helped expose Soviet arms control violations as a member of President Reagan's General Advisory Committee on Arms Control, was a leader of the Committee on the Present Danger that reversed the Cold War decline of U.S. military power, and served in the historic Strategic Arms Limitation Talks that launched the first major arms control treaties of the Cold War. But perhaps Van Cleave's greatest legacy is as a teacher. He founded the Defense and Strategic Studies Program at the University of Southern California, now in Washington, DC, that has trained an entire generation of policymakers, military officers, defense and intelligence analysts, on how to think strategically. This episode with Dr. Van Cleave will "go to the mountain" with our visionary guest, and elicit his views on America's current strategic predicament--New START, the War on Terrorism, Iran, North Korea, the EMP threat--and what we should be doing to prevail.

John Kappenman John Kappenman is one of the principle investigators under contract with the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP Commission). Mr. Kappenman has presented testimony before the US House Science Committee in October 2003 on the importance of geomagnetic storm forecasting for the electric power industry. He also was a principal investigator examining the “Vulnerability of the Electric Power Grid for Severe Geomagnetic Storms” for FEMA under US Presidential Executive Order 13407. He was also one of the Principal Contributors to the 2008 US National Academy of Sciences Report on “Severe Space Weather Events—Understanding Societal and Economic Impacts Workshop Report Committee on the Societal and Economic Impacts of Severe Space Weather Events” He is a member of the IEC Standards Development Committee for all EMP and High Energy Electomagnetic Compatibility Requirements.
