Summary: Here Dr. Nicholas Walling of the U.S. Mission in Uganda, along with Assistant Superintendent of Police Philbert Waibi, speaks about the U.S.-Ugandan community policing and counterterrorism project, which to improve communities’ relations with their local police while improving counterterrorism effectiveness. Four teams of trainers, composed of instructors from the Uganda Police Force Training Academy in Masindi and officers from the Counterterrorism Unit in Kampala, have been travelling around Uganda for more than two months to reach local police and the communities they serve. In each community, the trainers teach local police a community problem-solving method, and then conduct a live community forum, which includes a terrorism awareness program. So far the teams have trained approximately 700-800 police officers in the community policing model, and have hosted approximately 15,000 people in community forums across Uganda.
