Threatening more nuclear tests, North Korea called the recent UN sanctions resolution, approved after the first test, a "declaration of war." Carnegie Senior Associate Michael Swaine, an expert on East Asian security issues, recently moderated a discussion with Randy Schriver and Alan Romberg on options beyond sanctions.
