Summary: Joel Rifkin was/is the most prolific serial killer in the history of the state of New York...killing 17 people between 1989 and 1993 for which he was sentenced to 203 years in prison. But there are still questions that need answered...and producer Peter Reiss set out to do just that in his new A&E special, "Cold Case Files: The Rifkin Murders"...and we talked to him this morning all about it.
