Summary: Congress gave the Department of Homeland Security the authority to create its own cybersecurity personnel system back in 2014. Six years later, the new cyber talent management system is live, and accepting applications. CTMS lets the department recruit, hire, pay and promote cybersecurity talent in a completely different way from the traditional General Schedule. Angela Bailey is the DHS chief human capital officer.
