Summary: The theory behind governmentwide acquisition contracts (GWACs) hasn't changed since the mid-1990s. But with many of the 10 GWACs run by the General Services Administration, NASA and the National Institutes of Health going through recompetes and refresh efforts in the coming years, it may be time to rethink how GWACs work.
