The legislation would direct the Department of Veterans Affairs to provide service dogs and veterinary health insurance to veterans with P.T.S.D. (Post-Traumatic Stress Disorder). After the killing, Bud was recorded saying, “Don’t F*#&ing shoot,” in the victim’s voice. A state prosecutor tried to use Bud’s phrases as evidence in the trial, but a judge dismissed it.
