Summary: Half-in, half-out. That's what many entry lakes to the Boundary Waters Canoe Area Wilderness are when it comes to the official wilderness designation. And yet, it's the same water. To the lakes and rivers in the BWCA and Quetico, there are no imaginary wilderness or international lines. It's the same water.
