Number 6 is invited to take part in the annual carnival, but is given his own suit to wear as a costume. When a dead body washes up on the beach with a pocket radio he attempts to communicate with the outside world. But Number 2 (Mary Morris) and her team of observers have other plans for the body, and for an old friend Number 6 finds in the village, the doomed Roland Walter Dutton.
