Summary: Cape Town, South Africa's second largest city of 4 million people is struggling with lack of water. Day Zero was to be the day the water was turned off if people couldn't stick to a daily limit of 50 litres. That day has arrived and the taps are still flowing. The city's leader say water-saving efforts mean Day Zero is now pushed back to 27 August. South African environmental advisor Dr Anthony Turton explains.
