Investigation: Navy shipyard wasted $21 million building off-the-books police force

Summary: Over the course of 12 years, a group of security employees at the Navy's largest public shipyard amassed a stockpile of weapons and vehicles, ostensibly to protect the facility against terrorist attacks.
