Summary: Cyber attacks were the first identified global threat in the U.S. Intelligence Community's 2013 Worldwide Threat Assessment. Government officials have warned of a "Cyber Pearl Harbor". Yet there is little consensus on the best measures to prevent and mitigate cyber attacks.
