Now a group is proposing a fee on every household and business in the county to fund<a href="http://sheriff.klamathcounty.org/" target="_blank"><strong> jail operations.</strong></a> Citizens Organized for Public Safety--COPS--suggests a $144 dollar fee, not a levy based on property values.
