Summary: Drivers who text and talk on their phones are a big focus of road safety campaigns these days. But last month, Ottawa Police handed out more tickets related to seat-belt use than they did for distracted driving. The Canada Safety Council says 8 to 10 per cent of Canadians still don't wear seat belts all the time. And they die in much greater numbers than other drivers and passengers. So why AREN'T they wearing them?
