This would include our civil leaders. Even when we cannot respect individuals in authority, we must respect their offices and pray for them. God Himself has given human rulers their authority which is described in Romans 13:1-7 and 1 Peter 2:13-17. Paul gives a specific order to pray for governmental authority. 1 Timothy 2:1-2 says, "I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men; For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty."
