Gordon Henry: <br> God has established three institutions: the home, the government, and the church. The Bible clearly teaches that we are to pray for those who have authority over us. This would include our civil leaders. Even when we cannot respect individuals in authority, we must respect their offices and pray for them. God Himself has given human rulers their authority which is described in Romans 13:1-7 and 1 Peter 2:13-17. Paul gives a specific order to pray for governmental authority. 1 Timothy 2:1-2 says, "I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men; For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty." Remember godless Nero was on the throne as Paul wrote this.
