Gwinnett has emerged to have the highest total number of cases of any county in Georgia.There has been a total of 11,691 COVID-19 cases reported in Gwinnett as of Monday afternoon."After careful review of the COVID-19 requirements, the board of directors feel it's in the best interest of the community, staff and volunteers to cancel the 2020 Gwinnett County Fair," a statement on the fair's website said. www.GoodMorningGwinnett.com Early voting for Gwinnett County's Aug. 11 runoff election will largely mirror the schedule used for last month's primary, with one major exception, elections supervisor Kristi Royston told county commissioners on Tuesday.Royston presented the proposed early voting schedule for approval by the commissioners. The biggest change between the runoff and last month's primary is that the county will not use the Gwinnett County Fairgrounds due to a scheduling issue, Royston said.The fairgrounds had been used for early voting ahead of the June 9 because it provided a large space to conduct voting while practicing social distancing."(The fairgrounds) is not available," Royston told commissioners.The schedule presented Tuesday includes three full weeks of early voting, including two full weekends, from July 20 to Aug. 7 at the county's elections headquarters, which is located at 455 Grayson Highway in Lawrenceville. It will also include one full week, including one full weekend, from Aug. 1 to Aug. 7 at four satellite locations. www.GoodMorningGwinnett.com Despite declining revenues that have caused other governments to furlough and lay off workers, the city of Lawrenceville was able to include seven new jobs and an average 7% raise for its employees in its latest budget, which took effect July 1.Lawrenceville was not immune from the downturns other cities faced; their revenues from fines, sales tax and alcohol taxes are all lower than they were this time last year, City Manager Chuck Warbington said. But, they’ve remained higher than what was planned for in the budget year that just ended. Money from city-administered utilities paired with a “conservative” budgeting process helped Lawrenceville’s financial plans remain largely unaffected, Warbington said. It then gained final passage in the House less than an hour later by an overwhelming vote, 127-38.Through tears, Rep. Calvin Smyre, the General Assembly’s longest serving member, proclaimed after the vote that co-sponsoring the hate-crimes bill was his finest act as a lawmaker in Georgia.“I’ve had a lot, a lot, a lot of moments in my career,” said Smyre, D-Columbus, whose tenure spans nearly five decades in the legislature. “But today is my finest.”The bill designates hate crimes as an enhancement to charges that prosecutors have discretion to bring, not as standalone offenses. It specifies hate crimes as those targeting a victim based on “race, color, religion, national origin, sex, sexual orientation, gender, mental disability or physical disability.”It would restore hate-crimes protections enacted in Georgia in 2000 that were stripped out of state law in 2004 by the Georgia Supreme Court, which ruled lawmakers did not clearly define a hate crime.Rep. Chuck Efstration, who sponsored the legislation, reflected on the historic nature of the bill, which if signed by Gov.
