Don't forget to stop by JapanesePod101.com for more great Japanese Language Learning Resources! -------Lesson Dialog------- ----Formal ---- 「働き方改革」は、安倍政権が提唱する「一億総活躍社会」を実現させるための取り組みのひとつである。 官邸ホームページによれば、「一億総活躍社会」とは、性別や年齢、心身の状況や社会的身分等々あらゆる状態を問わず、家庭や職場、地域などあらゆる場で誰もが活躍することのできる「全員参加型」の社会のことと定義されている。 こうした社会の実現へ向けての具体的な取り組みのひとつが、「働き方改革」だ。 「労働力(生産年齢人口)の減少」は、日本が取り組まねばならない喫緊の課題のひとつである。 労働力が減少すれば、確実にGDPは減少する。 ただでさえ、債務超過に陥っている政府にとって、GDPの減少は国家の死活問題である。 そこで、そうした問題への解決策として安倍政権が打ち上げたのが、「働き方改革」だ。 労働市場に参加していない女性や高齢者などを参画させることによって、当座の生産年齢人口の減少を抑制し、さらに出生率を上昇させて将来の労働力人口を確保する。 また、ITやAIなどの技術革新によって生産性を向上させるといったことが、「働き方改革」の概要であるが、ことはそう簡単には運ばない。 「男女共同参画」「ワークライフバランス」という言葉が聞かれて久しいが、言葉の浸透ほどには、女性の社会進出や男性の育児参加は進んでいない。 待機児童の問題はほとんど解消されず、「保育園落ちた。日本死ね」「私活躍出来ねーじゃねーか」の言葉は、女性が育児をしながら働くことの難しさを如実に物語っている。 一方、育児に積極的な男性を「イクメン」と呼ぶが、逆の視点で考えれば、そんな表現がもてはやされるほど、日本ではいまだに男性が育児には消極的だということでもある。 「男性は家族のために外で働き、女性は育児をして家庭を守る」という、伝統的な家族観や性役割といった文化慣行が、日本には根強く残っているのだ。 つまり「働き方改革」は、少子化対策や待機児童対策といった政策だけではなく、日本人の「労働慣行」や「文化的価値観」を見直すことも含めて、「改革」を行っていかなければならない難しさを抱えているといえるだろう。 ----Formal Vowelled---- 「はたらきかたかいかく」は、あべせいけんがていしょうする「いちおくそうかつやくしゃかい」をじつげんさせるためのとりくみのひとつである。 かんていホームページによれば、「いちおくそうかつやくしゃかい」とは、せいべつやねんれい、しんしんのじょうきょうやしゃかいてきみぶんとうとうあらゆるじょうたいをとわず、かていやしょくば、ちいきなどあらゆるばでだれもがかつやくすることのできる「ぜんいんさんかがた」のしゃかいのこととていぎされている。 こうしたしゃかいのじつげんへむけてのぐたいてきなとりくみのひとつが、「はたらきかたかいかく」だ。 「ろうどうりょく(せいさんねんれいじんこう)のげんしょう」は、にほんがとりくまねばならないきっきんのかだいのひとつである。ろうどうりょくがげんしょうすれば、かくじつにGDPはげんしょうする。 ただでさえ、さいむちょうかにおちいっているせいふにとって、GDPのげんしょうはこっかのしかつもんだいである。 そこで、そうしたもんだいへのかいけつさくとしてあべせいけんがうちあげたのが、「はたらきかたかいかく」だ。 ろうどうしじょうにさんかしていないじょせいやこうれいしゃなどをさんかくさせることによって、とうざのせいさんねんれいじんこうのげんしょうをよくせいし、さらにしゅっせいりつをじょうしょうさせてしょうらいのろうどうりょくじんこうをかくほする。 また、ITやAIなどのぎじゅつかくしんによってせいさんせいをこうじょうさせるといったことが、「はたらきかたかいかく」のがいようであるが、ことはそうかんたんにははこばない。 「だんじょきょうどうさんかく」「ワークライフバランス」ということばがきかれてひさしいが、ことばのしんとうほどには、じょせいのしゃかいしんしゅつやだんせいのいくじさんかはすすんでいない。 たいきじどうのもんだいはほとんどかいしょうされず、「ほいくえんおちた。にほんしね」「わたしかつやくできねーじゃねーか」のことばは、じょせいがいくじをしながらはたらくことのむずかしさをにょじつにものがたっている。 いっぽう、いくじにせっきょくてきなだんせいを「イクメン」とよぶが、ぎゃくのしてんでかんがえれば、そんなひょうげんがもてはやされるほど、にほんではいまだにだんせいがいくじにはしょうきょくてきだということでもある。 「だんせいはかぞくのためにそとではたらき、じょせいはいくじをしてかていをまもる」という、でんとうてきなかぞくかんやせいやくわりといったぶんかかんこうが、にほんにはねづよくのこっているのだ。 つまり「はたらきかたかいかく」は、しょうしかたいさくやたいきじどうたいさくといったせいさくだけではなく、にほんじんの「ろうどうかんこう」や「ぶんかてきかちかん」をみなおすこともふくめて、「かいかく」をおこなっていかなければならないむずかしさをかかえているといえるだろう。 ----Formal English---- Work style reforms are one of the efforts of the Abe Administration to realize the "100 million active society." Don't forget to stop by JapanesePod101.com for more great Japanese Language Learning Resources! -------Lesson Dialog------- ----Formal ---- 日本では、民法750条により「夫婦同姓」が定められている。 婚姻した男女は、どちらかの「姓(氏)」を名乗らなければならないが、どちらの姓を選ぶかは、当事者にゆだねられている。 しかし、日本においては、女性が「改姓」するケースが圧倒的に多いのが現状である。 「姓が変わる」ということには、社会生活上、不便な点が多い。 様々な「名義変更」の手続きは面倒だし、職場においてもその職務によっては、「改姓」による影響が大きいこともある。 したがって、婚姻によって「姓」を変えることとなる女性にとっては、「夫婦同姓」の制度は、不公平感がぬぐえない。 これは、憲法に定めた「法の下の平等」に反するとして、「夫婦同姓」の違憲性が裁判で争われた。 最高裁は、当事者に選択がゆだねられていることを理由に、2015年12月、この規定を「合憲」と判断した。 だがその一方で、同姓か別姓かを選ぶ「選択的夫婦別姓」については、否定はせず、そのあり方を国会で議論すべきだとしている。 現在、「夫婦同姓」のデメリットを補完するために、職場での「旧姓」使用が一部の企業や官庁で認められるようになってきた。 これにより、「旧姓」を使用する女性は増えているものの、行政職などにおいて、法令上の文書を扱う場合には「旧姓」の使用は認められていないことが多いため、根本的な解決には至っていない。 さらに、2015年12月に閣議決定された第４次男女共同参画基本計画において、「選択的夫婦別姓」は、導入が盛り込まれていたものの、結局、継続検討となった。 また「選択的夫婦別姓」については、伝統的な家族観が崩壊するなどとして、年配者を中心に反対の立場をとる人も多く、法務省も、国民的な議論が必要という立場をとっている。 「選択的夫婦別姓」への法改正を求める女性は少なくないが、いまだ法改正への道のりは遠いというのが現実である。 ----Formal Vowelled---- にほんでは、みんぽう750じょうにより「ふうふどうせい」がさだめられている。 こんいんしただんじょは、どちらかの「せい(し)」をなのらなければならないが、どちらのせいをえらぶかは、とうじしゃにゆだねられている。 しかし、にほんにおいては、じょせいが「かいせい」するケースがあっとうてきにおおいのがげんじょうである。 「せいがかわる」ということには、しゃかいせいかつじょう、ふべんなてんがおおい。さまざまな「めいぎへんこう」のてつづきはめんどうだし、しょくばにおいてもそのしょくむによっては、「かいせい」によるえいきょうがおおきいこともある。 したがって、こんいんによって「せい」をかえることとなるじょせいにとっては、「ふうふどうせい」のせいどは、ふこうへいかんがぬぐえない。 これは、けんぽうにさだめた「ほうのもとのびょうどう」にはんするとして、「ふうふどうせい」のいけんせいがさいばんであらそわれた。 さいこうさいは、とうじしゃにせんたくがゆだねられていることをりゆうに、2015ねん12がつ、このきていを「ごうけん」とはんだんした。 だがそのいっぽうで、どうせいかべっせいかをえらぶ「せんたくてきふうふべっせい」については、ひていはせず、そのありかたをこっかいでぎろんすべきだとしている。 げんざい、「ふうふどうせい」のデメリットをほかんするために、しょくばでの「きゅうせい」しようがいちぶのきぎょうやかんちょうでみとめられるようになってきた。 これにより、「きゅうせい」をしようするじょせいはふえているものの、ぎょうせいしょくなどにおいて、ほうれいじょうのぶんしょをあつかうばあいには「きゅうせい」のしようはみとめられていないことがおおいため、こんぽんてきなかいけつにはいたっていない。 さらに、2015ねん12がつにかくぎけっていされただいよじだんじょきょうどうさんかくきほんけいかくにおいて、「せんたくてきふうふべっせい」は、どうにゅうがもりこまれていたものの、けっきょく、けいぞくけんとうとなった。 また「せんたくてきふうふべっせい」については、でんとうてきなかぞくかんがほうかいするなどとして、ねんぱいしゃをちゅうしんにはんたいのたちばをとるひともおおく、ほうむしょうも、こくみんてきなぎろんがひつようというたちばをとっている。 「せんたくてきふうふべっせい」へのほうかいせいをもとめるじょせいはすくなくないが、いまだほうかいせいへのみちのりはとおいというのがげんじつである。 ----Formal English---- In Japan, using the "same surname for married couples" is stipulated by Article 750 of the Civil Code. Married men and women must take either partner's surname, but it is left up to them to decide whose surname to choose. However, in Japan, women change family name in most cases. Changing surnames brings up many inconvenient points in social life.Various name-change procedures are troublesome; even in the workplace, the impact of changing one's name may be significant depending on their duties. Therefore, for women who change their surnames after marriage, the feeling of unfairness is not wiped out by the couple surname system.
