Summary: The problem with the word "lockdown" is that it means whatever you want it to mean. Germany is in "lockdown", but you can go to school, go to work, go shopping, or get your haircut (hypothetically, in my case). Just do not go to a bar. France is in "lockdown"?you need a permit to leave home, but can go to school, work or visit an old peoples' home.
