Wisconsin state law says that's a crime: Wisconsin Statutes 765.30 765.30(1) (1) The following may be fined not more than $10,000 or imprisoned for not more than 9 months or both: 765.30(1)(a) (a) Penalty for marriage outside the state to circumvent the laws.
