Summary: SCHOOL FUNDING REFORM. A major victory in California’s new budget is a new school funding plan. Almost all districts will have their state funding restored after years of budget cuts, and schools will get more money to be spent on at-risk children and English-learners. The new agreement gives school districts (and principals, teachers, parents and students) the power to decide how to spend those funds, a concept some are hailing as revolutionary.
