Summary: <p>CSX RAIL PROJECT FACES OPPOSITION IN SOUTHEAST: A proposal to retrofit and expand a decaying railroad tunnel in Southeast D.C. is pitting Capitol Hill and Navy Yard residents against one of the largest rail companies in the country.
