Breaking Down Licensing Barriers While Ensuring Public Protection During a Disaster

Summary: In 2017, at least 5 states or US territories suffered natural disasters or public health emergencies. Disaster response is, at best, orchestrated chaos. This chaos is compounded by the hodgepodge approach to license portability in the United States.
