Summary: The Army had to reassess its recruiting goals this year after realizing it would not be able to recruit 80,000 soldiers. A new study from the RAND Corporation shows changes in what young, junior enlisted personnel value in the service, and may have some insights for recruiting and retention. Family concerns, injuries and promotions are all factors on their minds.
