Summary: For more than a decade, the Homeland Security Department has been trying to establish a home for itself. Right now its management is scattered among more than 50 locations throughout the greater, Washington, D.C. area. After years of efforts and more than a billion dollars, the hoped-for conversion of the St. Elizabeths Hospital site in Southeast Washington does have one spiffy new building, the Coast Guard Headquarters.
